If your Store is closed, you should try the following.

- Check that you have a stable internet connection.

- Open the Settings app on your device and check that you are signed in with your Apple ID.

- Check that In-app Purchases are allowed on your device. You can do this by opening the Settings app on your device, then go to Screen Time - Content & Privacy Restrictions - iTunes & App Store Purchases.
